technology moves quickly. government doesn't always move as quickly. there are times and inherent tension between departments and central offices that arise when resources are limited. there is always room for improvement. however, we are encouraged by the recent progress and collaboration and are confident about the success of ongoing and future efforts. some examples of recent successes are two years ago we did produce the first ever five year ict plan. this year we will update that plan and working with coit, the cio, and the controller's office on that report and open to feedback on how we can make it more useful to the board, departments, and to the public. the city email conversion project. i know that the civil grand jury points that as a failure or a ongoing frustration. i think we see some of the recent success and progress we're optimistic. right now 3600 users, 27 departments and some of the largest departments are slated for conversion in the next months and library is slated for conversion and additional 1300 accounts and others in january

in many ways, we are a cutting edge city in terms of technology, food, transportation, there are all sorts of things where we are ahead of the curve. we attract a lot of people like you who are forward-thinking and want to do things in a different and more innovative way. we're also a really old school city. the change is challenging. david and i talk about this a lot. we're trying to do things differently. we get a lot of reflexive push back, whether you are talking about cars sharing on streets, or changing zoning to create new housing to make the city more affordable and inclusive. you have those kinds of difficult conversations. so much of this is about educating the city as a whole from all generations and perspectives. our housing policies and transportation systems are not always sustainable. if we want to remain a cutting edge and diversity that draws all sorts of people here, we're going to have to change. we're going to have to consider new ways of doing things the year or two ago we may not have been comfortable thinking about. there is a big education process that has to

i started in i-ti a technology company in the 1.0 world. it was a company that created technology to connect citizens better with government * . i ran it for almost nine years. and when i was elected to office four years ago, i was unfortunately more surprised than i wanted to be about how far behind san francisco government was. this was very 2008, 2009. with you i'm really proud of the leaps and bounds we have taken as a city * . i was proud in 2010 to help move forward legislation to really bring together city departments to work in a coordinated way with our committee on information technology. to help create a chief information officer position for the city. i was also proud to work with then mayor newsome in passing the first generation of open data legislation that we have. but as our civil grand jury in june pointed out, our i-t in san francisco is still in need of a culture shock. and this is where all of us come in today. we have 200 data sets that have already been put out there, but by and large the data sets put out by city gov

[applause] lead my all the industries but most importantly by our technology industry. over 14,000, to 15,000 jobs were technology sector alone so it's right for us to make sure our future, our kids, our returning veterans, our people in their mid-career of their jobs now have an opportunity to really join in this job creating effort, and i still will say it's the private sector working with city government that's going to create the newest jobs for generations to come. today as part of the ongoing month of orange, month of innovation it's not only a celebration we all declared it innovation month and we wanted to make this announcement today about the steps we're taking for the on going work of tech sf and again it wasn't just a pronouncement that we wanted to create jobs we have to make it work, and there are three elements that make this work for everybody. because still flipping 9.6 to 6.nine still means a lot of people are unemployed. this city won't be successful unless everyone joins in the industry and tech sf is the way to ensure that happens. it is education.
